Recently, the "Heart of Russia" cultural and artistic festival series activities were held in Beijing. Igor Ivanovich Kobzev, Governor of the Irkutsk Oblast of the Russian Federation, Alexander Victorovich Vezelnikov, Chairman of the Irkutsk Oblast Legislative Assembly, Minister of Bilateral Cooperation of the Chinese International Chamber of Commerce, Xu Jinli, Secretary General of the Chinese side of the Council of Industry and Commerce of the China Russia Friendship, Peace and Development Committee, Dakhnovsky, Russian Business Representative to China, and Alexei Ivanovich Sobol, Chairman of the East Siberian (Irkutsk Oblast) Chamber of Commerce, delivered speeches; Natalia Gennadievna Gershun, Minister of Economic Development and Industry of Irkutsk Oblast, presented the investment potential of Irkutsk Oblast;Marina Alexandrovna Kozarina, the First Deputy Minister of Agriculture of Irkutsk Oblast, gave an introduction to the export potential of Irkutsk's agroindustrial complex. At this event, representatives from both countries held talks on cooperation projects in areas such as economy, trade, investment, culture and education, and reached multiple agreements. At the Russian Creative Brand Exhibition, visitors visited traditional Russian craftsmanship and modern visual art exhibits, participated in art production master classes, and gained a deeper understanding of Russia through live documentary screenings. During the event, the Beijing Exhibition Hall held an exhibition of Russian products and folk crafts, where friends from Russia showcased Russian clothing, accessories, crafts, and a variety of folk arts on site. In addition, various activities such as the Russia Far East Tourism Potential Promotion Conference, the Fashion Industry Russian Cultural Code Conference, and the China Russia Nature Reserve International Cooperation Conference have provided opportunities for the Chinese and Russian people to have comprehensive contact.

In his speech, Igor Ivanovich Kobzev, Governor of Irkutsk Oblast, gave a detailed introduction to the economy and investment potential of Irkutsk Oblast to the attending guests. He sincerely invited Chinese enterprises and entrepreneurs to invest and develop in Irkutsk Oblast, Russia, to create great achievements and achieve common development.

The Silk Road Dialogue, the New Silk Road Promotion Association, and the Governor of Irkutsk Oblast Igor Ivanovich Kobzev had in-depth communication and exchange. Both sides held extensive discussions on strengthening bilateral economic and trade cooperation and jointly promoting regional economic development.The Founder of Silk Road Dialogue, Cui Yiting, stated that Silk Road Dialogue has always been committed to building a cultural, economic, and tourism bridge between China and Russia. At the same time, the "Silk Road Dialogue International Meeting Hall" was introduced, and it was stated that it will build a bridge and channel for enterprises and products from Irkutsk Oblast to settle in the "Silk Road Dialogue International Meeting Hall". On the morning of that day, a pragmatic cooperation contract signing ceremony was held between China and Russia. Institutions in Irkutsk Oblast and Chinese partners signed cooperation agreements and export contracts in multiple fields such as tourism, agriculture, industry, and education, totaling 11 copies.
