On December 7, 2024, The International Dialogue on High-quality Development of the" Belt and Road" was successfully held in Beijing. With the theme of "Dialogue on scientific and technological civilization and co building happiness", discussed with the scientific and technological circles, cultural and educational circles and all sectors of society how to jointly create a new future for the sustainable development of cities along the "Belt and Road" in the new era of digital economic system development.
 

At this meeting, Bai Chunli, the Founding Chairman of the Alliance of National and International Science Organizations for the Belt and Road Regions (ANSO), said that after the Fourth "Belt and Road" Construction Work Forum just held in China on December 2, The International Dialogue on High-quality Development of the" Belt and Road" is very meaningful. This is not only a study and implementation of the spirit of the "forum", but also a measure to transform the spirit of the "forum" into concrete actions. At the same time, Academician Bai exchanged views on the "dialogue between scientific and technological civilization and common happiness" from four aspects: first, scientific and technological innovation and cooperation play a key role in promoting the high-quality development of the "Belt and Road"; Second, with data technology as the traction, advocating to achieve the UN's sustainable development goals has an important supporting role in promoting the high-quality development of the "Belt and Road"; Third, China is a pioneer in promoting high-quality development of the "Belt and Road" through digital technology; Fourth, the joint efforts of all parties are required to achieve the high-quality development of the "Belt and Road" and achieve stability. May the Silk Road Dialogue become an important bridge to promote the transformation of global technological achievements into urban happiness index, and help build a new future of urban development empowered by technology. He also called on all circles to take a more open attitude and more pragmatic actions to jointly promote the construction of the "Belt and Road" to go deeper and more practical, and inject new impetus and vitality into the construction of a community with a shared future for mankind.
 

Ou Xiaoli, the lead drafter of the "Belt and Road" plan and the initiator of the Silk Road Dialogue, delivered a speech with the theme of "Using dialogue as the golden rule". He said that it is very important to promote the construction of the "Belt and Road" and strengthen dialogue, which plays an important role in enhancing mutual understanding, building consensus on cooperation, coordinating interest demands, and resolving potential risks. Countries along the "Belt and Road" have different characteristics, development modes and cultural traditions. Through communication and dialogue, countries can better understand each other, enhance mutual trust and lay a solid foundation for the construction of the "Belt and Road". He called for continuing to uphold the spirit of the Silk Road, follow the principle of "mutual consultation, joint construction and sharing", and promote the "Belt and Road" to better serve the common development and prosperity of all countries through dialogue.

Oleg Zolotokrylin，Special Representative of Saint Petersburg State University of Economics in China and ASEAN Countries, said in his speech that the Silk Road Dialogue, as an active practitioner of high-quality development of the "Belt and Road", has become an international card. He emphasized that the Silk Road Dialogue promotes "people to people connectivity" through dialogue, builds bridges for global cooperation, and its branches cover 51 countries, achieving fruitful results in multiple fields. The Silk Road Dialogue is not only a dialogue conference, but also a link that intertwines culture and technology, history and future, promoting the normalization of international exchanges and helping to build a community with a shared future for mankind. As a member of the International Think Tank Alliance, he represented St. Petersburg State University of Economics and stated that he will actively participate in and firmly support the Silk Road Dialogue, believing that this platform will continue to inject momentum into world prosperity and a happy life. Looking ahead to the future, Oleg Zolotokrylin hopes that the Silk Road Dialogue will play a greater role in building a new future of a better and happier life for mankind, becoming a bridge that crosses borders and a pearl that connects hearts.

At this dialogue conference, the "Silk Road International Happiness Week" kicked off globally.

This dialogue is hosted by Professor An Xuehui from Tsinghua University. Liu Weidong, General Secretary of the Alliance of National and International Science Organizations for the Belt and Road Regions (ANSO), pointed out in the dialogue that scientific and technological innovation is the most important way for mankind to solve most of the problems, and scientific and technological innovation requires cooperation between everyone, so scientific and technological cooperation is one of the important topics of the "Belt and Road". The important connection between technology and happiness is that technology changes lives, creates more working conditions, and generates more wealth, allowing everyone to enjoy happiness. The dialogue will usher in a new era, and the Silk Road dialogue will pay more attention to technology topics, allowing technology to better seek happiness for everyone. In the construction of the "Belt and Road", the dialogue between countries or between enterprises lacks an intermediate level, so it is very important for the Silk Road Dialogue to put cities into the perspective of dialogue. He mentioned that the Silk Road Dialogue platform can play a very good role and hopes that scientists, policy makers, and entrepreneurs can strengthen communication. Only through mutual communication can cities around the world learn from each other, grow and develop together, and make everyone's life happier and better. This "Dialogue on Technological Civilization and Co building Happiness" links technology and happiness, and the development of technology should be directed towards making people happy. Technological innovation is for people's happiness. From this perspective, I think Ms. Cui Yiting's proposal of the happiness industry and the concept of Silk Road International Happiness Week is a completely new direction of thinking. During the forum dialogue, President Oleg Zolotokrylin, the Special Representative of Saint Petersburg State University of Economics in China and ASEAN countries, emphasized the importance of combining education and technology, and how to promote the popularization of happiness and the inheritance of culture through this combination. He pointed out that education and technology are the key to happiness, especially in the context of globalization. The combination of the two can promote cultural exchange, improve the quality of education, and cultivate technological talents. At the same time, he expressed that as a Russian educator, he deeply felt the important role played by the Silk Road Dialogue in promoting international dialogue, exchange and cooperation. Wang Jian, Chairman of the APEC E-commerce Business Alliance Expert Committee and Professor at the University of International Business and Economics, stated at the forum that technological civilization is closely linked to happiness. The digital age has arrived, which has changed our way of work and life, enhanced consumer experience and service richness, thereby enhancing people's sense of happiness. As the space of human ecosystem, the cultural diversity and technological development of cities complement each other, and digital innovation is helping with smart city management and enhancing residents' experience. At the same time, he also emphasized that the Silk Road Dialogue International Reception Hall has promoted international cultural exchanges and collision of ideas, providing new opportunities for technological cooperation and urban development, and will continue to promote innovation and cooperation in multiple fields such as trade, services, and culture.

Muhammad Hanif, Chief Representative of the State Bank of Pakistan in China, mentioned during the forum dialogue that financial technology is an important engine for economic development, and through digital financial services, global market opportunities can be brought to every citizen. Under the "Belt and Road" initiative, the global financial ecology is becoming inclusive and innovative, promoting high-quality development of the global economy and society. Fintech is crucial in urban development, promoting cross-border investment and trade, providing capital support for urban economies, driving digital transformation of enterprises, serving the public, and promoting comprehensive prosperity. In the future, financial technology will deeply integrate the happiness industry with urban development, drive the intelligence of financial services, empower industries such as education and healthcare, and enhance people's sense of happiness. At the same time, it will optimize resource allocation, promote urban economic transformation and upgrading, build a new ecology of smart cities, and achieve harmonious coexistence between people and cities. Renowned sinologist and foreign professor at the University of International Business and Economics, Barzegar Bafrouei Mohadeseh, mentioned in the forum dialogue that culture is the deep driving force behind the soul of a nation and social happiness. She mentioned that the poetry and philosophy of Persian culture, as well as the Confucianism of Chinese culture, both demonstrate the profound value of culture. The inheritance and exchange of culture is the key to finding a common language of happiness and an important bridge for building happiness together. Multiculturalism is the cornerstone of global happiness, and Iran and China, as the core countries of the Silk Road, have achieved common prosperity through cultural integration. She believes that women are natural messengers of cultural dissemination and should be given more support to stimulate the vitality of cultural co construction. The Silk Road Dialogue has enabled cultural exchange to move from concept to practice, promoting the integration of education, technology, and providing a new path for building a happy city. It is a positive action to jointly build a community with a shared future for mankind. ‌‌

The Silk Road Dialogue International Cooperation Signing Ceremony was held during the meeting, and three groups of signing units respectively signed strategic cooperation agreements on "Digital Technology Monitoring Ecological Environment, Empowering Industrial Development", "Cross border E-commerce Trade", and "Pakistan Smart Transportation Solution".

   All parties attending this conference unanimously stated that they will continue to deepen cooperation and promote the global urbanization process and high-quality development. Through "soft connectivity", "hard connectivity" and "heart connectivity", we will promote in-depth integration and innovative cooperation in culture, economy, trade, science and technology, and promote high-quality development of the "Belt and Road".
