"Belt and Road" High quality Development Academic Forum

On February 16, 2025, The "Belt and Road" High Quality Development Academic Forum was held in Beijing, with more than 80 experts, scholars, business representatives and other participants. Focusing on hot topics such as how to optimize the layout of the "Belt and Road"industrial chain, strengthen the risk early warning research of the "Belt and Road"construction, promote regional and national cooperation planning research, and promote overseas experience and lessons study, we discussed in depth ways and measures to jointly build the "Belt and Road"high-quality development. Representatives from the Regional Opening Department of the National Development and Reform Commission and the International Economic Department of the Ministry of Foreign Affairs attended the forum.
                    

Bai Chunli, Founding Chairman of the Alliance of National and International Science Organizations for the Belt and Road Regions (ANSO) and chairman of the Belt and Road High Quality Development Academic Forum, pointed out in a written speech that the initiative of jointly building the "Belt and Road" has effectively promoted the connectivity and economic prosperity of jointly building countries and injected new impetus into global economic growth since it was put forward. He stressed that in the face of the current severe and complex international environment, it is necessary to expand new space for higher level, more resilient and more sustainable win-win development, focus on core issues such as cooperation planning, industrial chain layout, risk warning and international experience, and create a new situation of high-quality development of the "Belt and Road".
                    

Guo Xuejun, Deputy Director General of the Department of International Economics of the Ministry of Foreign Affairs, Liu Yingbing, Deputy Director and Secretary General of the Silk Road Planning and Research Center, Sun Fubao, Director of the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, Ou Xiaoli, the lead drafter of the "Belt and Road" construction strategic plan, the former Director General of the Social Department of the National Development and Reform Commission, the President of the China Human Resources Development Research Association, and the Secretary General of the "Belt and Road" high-quality development academic forum, delivered speeches respectively.
                    

At the meeting, Liu Weidong, counselor of the State Council, secretary-general of the "Belt and Road" High Quality Development Academic Forum, director of the Bureau of International Cooperation of the Chinese Academy of Sciences, and secretary-general of the Alliance of National and International Science Organizations for the Belt and Road Regions (ANSO), edited the book "The Belt and Road on the Map" as an important academic achievement of this annual meeting. The release ceremony was presided over by Ou Xiaoli, the leading drafter of the "Belt and Road" construction strategic plan, the former director of the Social Department of the National Development and Reform Commission, the president of the China Human Resources Development Research Association, and the secretary-general of the "Belt and Road" High Quality Development Academic Forum.
                    

The meeting was chaired by Liu Weidong, Counsellor of the State Council, Secretary General of the "Belt and Road" High Quality Development Academic Forum, Director of the Bureau of International Cooperation of the Chinese Academy of Sciences, and Secretary-general of the Alliance of National and International Science Organizations for the Belt and Road Regions (ANSO).

He said that over the past 10 years, the joint construction of the "Belt and Road" has achieved a series of important achievements, mainly including: more than 150 countries and more than 30 international organizations signed cooperation agreements with China on joint construction; We have contributed to the global governance concept of fairness, order, harmony, and coexistence, and proposed a path of inclusive globalization; More than 4000 key projects involve infrastructure construction, energy and resource development, international production capacity cooperation, etc; From 2013 to 2023, the proportion of China's total foreign trade in goods trade with over 150 co building countries has increased by 5 percentage points, reaching 44%, with an average annual growth rate of 5%; The China Europe freight train will have a capacity of over 17000 trains in 2023, becoming an important transportation platform for the Eurasian continent; The opening of the China Laos railway and the completion of the new land sea channel form a southward open channel; Major construction projects such as the Mombasa Nairobi Railway, Piraeus Port, Qiankai Port, China Russia East Oil and Gas Pipeline, China Myanmar Oil and Gas Pipeline, China Kazakhstan International Logistics Port, as well as a number of overseas economic and trade cooperation parks have been put into operation; Chongqing, Chengdu, Xi'an and other western cities have become highlands of China's inland opening-up to the outside world, forming a new pattern of all-round opening-up.

Liu Weidong, who is also the Secretary General of the "Belt and Road High Quality Development Academic Forum", also revealed that the work of initiating the establishment of the "Belt and Road" seminar and building the "Belt and Road" academic community is progressing in an orderly manner. This work was included in the list of outcomes of the Third "Belt and Road" International Cooperation Summit Forum.
                    

More than 20 experts and scholars, including Chen Wenling, Chief Economist of China International Economic Exchange Center, Shi Zhiqin, Executive Director of the "Belt and Road" Strategy Research Institute of Tsinghua University, Huang Renwei, Executive Director of the "Belt and Road" and Global Governance Research Institute of Fudan University, Lu Ruquan, President of the Economic and Technological Research Institute of CNPC, Zhang Hui, President of the School of Economics of Peking University, Zhang Xiang, Vice President of the China Chamber of Commerce for Foreign Contracting Projects, Wang Luo, Director of the World Development Research Institute of the Ministry of Commerce, Xu Gang, Executive Director of the "Belt and Road" Research Center of the Chinese Academy of Modern International Relations, Song Zhouying, a researcher of the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, made academic reports respectively.

The report talked about the hope of effectively optimizing the industrial layout of the"Belt and Road"through cross-border collaborative innovation, providing a lasting growth impetus for the international development of the "Belt and Road" Chinese enterprises and the development of the co construction country, and talking about the new era of digital science and technology civilization, and building a new future for urban development.

The "Belt and Road" high-quality development academic forum was jointly launched by 16 research institutions, think tanks and enterprises, including the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, the Silk Road Planning and Research Center of the CPPCC National Committee, and ANSO in early 2022. At the fourth "Belt and Road High Quality Development Academic Forum", the experts and scholars attending the forum emphasized that in the face of the current severe and complex international environment, promoting the high-quality development of the "Belt and Road" together faces unprecedented opportunities as well as many challenges. Therefore, it is a long-term and arduous task to promote the high-quality development of the "Belt and Road", which requires the joint efforts of the co construction countries.
