Good morning! "Spring and autumn have many good days, climbing high to write new poems." In this spring is in the air. I am one of the guests who one is delighted to attend one of the second "one belt, one road" International Cooperation summit. First of all, on behalf of the Chinese government and people, and in my own name, I would like to extend a warm welcome to all the guests!

 

Two years ago, we held the first summit forum here to plan a blueprint for cooperation in policy communication, facility connectivity, smooth trade, financial accommodation and people to people communication. Today, friends from all over the world gather again. I look forward to one belt, one road ahead, and the same as to build a bright future for the "Belt and Road".

The aim of the Belt and Road initiative is to focus on interconnection and deepen pragmatic cooperation, and to work together to meet all kinds of risks and challenges facing mankind and achieve mutual benefit and common development. China's Belt and Road, six roads, many countries and many ports has basically formed air plant interconnection. With the joint efforts of all parties, a large number of cooperation projects have taken root. The achievements of the first summit forum have been successfully implemented. More than 150 countries and international organizations have signed a cooperation with China on the "Belt and Road" cooperation agreement. The "Belt and Road" initiative is planned to link with the development and cooperation of international organizations such as the United Nations, ASEAN, Au, EU and Eurasian Economic Union, and will be linked to the development strategy of all countries. Building Belt and Road from Asia to Europe, Africa and the Americas, has opened up new space for world economic growth, set up a new platform for international trade and investment, expanded new practice for improving global economic governance, made new contributions to improving the well-being of all countries, and became a common opportunity and prosperity road. China's "Belt and Road" has not only provided new opportunities for the development of all countries, but also opened up a new world for China's opening up and development.

The Chinese ancients said, "all things are born of their own nature, and all things are accomplished by their Tao." Building a "Belt and Road" will conform to the historical trend of economic globalization, comply with the requirements of the global governance system reform, and comply with the strong desire of people of all countries to live a better life. Facing the future, one belt, one road and the other side, should focus on the key points and deepen the fine work together to draw fine and meticulous meticulous painting, and promote the continuous development of the "Belt and Road" along the direction of high quality development.

 

——We should adhere to the principle of mutual consultation, co construction and sharing, advocate multilateralism, and discuss our affairs, so as to promote each party to implement its own strengths and abilities, and to give full play to everyone's advantages and potential through bilateral, tripartite and multilateral cooperation.

 

——We should adhere to the concept of openness, green and integrity, not to engage in closed and exclusive small circles, take green as the background color, promote green infrastructure construction, green investment and green finance, protect our common home on which we rely for survival, adhere to the principle of all cooperation operating in the sun, and jointly fight corruption with a zero tolerance attitude. We have launched the Beijing Initiative on the clean Silk Road and are willing to work with all parties to build a clean and clean Silk Road.

 

——We should strive to achieve high standards, benefit people's livelihood and sustainable development, introduce rules and standards generally supported by all parties, and promote enterprises to follow generally accepted international rules and standards in project construction, operation, procurement, bidding and other links, while respecting the laws and regulations of various countries. Belt and Road one should be built to build a "people in one area" way to better benefit all the people and make a real contribution to the local economic and social development, while ensuring business and financial sustainability, and to do well and to make good progress.

The key to building Belt and Road is interconnection. We should build a global connectivity partnership to achieve common development and prosperity. I believe that as long as we work together and keep watch and help each other, we will certainly be able to walk out of a broad road of mutual benefit and win-win even if we are separated by thousands of rivers and mountains.

 

Infrastructure is the cornerstone of interconnection and the bottleneck of development in many countries. The construction of high-quality, sustainable, risk-resistant, reasonable price, inclusive and accessible infrastructure will help countries to give full play to their resource endowment, better integrate into the global supply chain, industrial chain and value chain, and realize linkage development. China will continue to work with all parties to build an interconnection network led by the new Eurasian Continental Bridge and other economic corridors, with major channels such as China Europe train and new land sea channel and information highway as the framework, and relying on railways, ports and pipe networks. We will continue to one of the "one belt, one road" special loans, silk road funds and various special investment funds, and develop silk road thematic bonds, so as to support the effective operation of the multilateral development financing cooperation center. We welcome multilateral and one financial institutions to participate one in the construction of Belt and Road and the other, and encourage the third party market cooperation to achieve common benefits through multi stakeholder participation.

 

The circulation of goods, capital, technology and personnel can provide strong impetus and broad space for economic growth. "River and sea do not choose a small stream, so it can be deep." If the inflow of rivers is blocked artificially, the sea will dry up sooner or later. We should promote trade and investment liberalization and facilitation, take a clear stand against protectionism, and promote economic globalization towards a more open, inclusive, inclusive, balanced and win-win direction. Belt and Road one side, one side, the other is to sign up the high standard free trade agreement with more countries, strengthen cooperation in customs, taxation and auditing supervision, and establish a cooperation mechanism of tax collection and administration with "Belt and Road" to speed up the promotion of international mutual recognition cooperation of certified operators. The one belt, one road financing one belt, one road, and one "Belt and Road" debt sustainability analysis framework has been formulated. China will hold the second China International Import Expo this year to build a broader platform for all parties to enter the Chinese market.
 

Innovation is productivity. Enterprises rely on it to be strong, and the country depends on it to be prosperous. We should comply with the development trend of the fourth industrial revolution, jointly grasp the development opportunities of digitization, networking and intelligence, jointly explore new technologies, new formats and new models, explore new growth momentum and development paths, and build digital silk road and innovative silk road. China will continue to one belt, one road, science and technology innovation action plan, and four measures to promote the humanities and technological exchanges with the parties, build joint laboratories, cooperate with science and technology parks, and transfer technology. We will actively implement the innovation talent exchange program, and support 5000 Chinese and foreign innovative talents in exchange, training and cooperative research in the next five years. We will also support the cooperation of enterprises from all countries to promote the construction of information and communication infrastructure and enhance the level of network interconnection.

 

Unbalanced development is the biggest imbalance in the world today. In building the "one belt, one road" process, we should always look at problems from the perspective of development and integrate the concept of sustainable development into the aspects of project selection, implementation and management. We should strive to strengthen international development cooperation, create more development opportunities and space for developing countries, help them get rid of poverty and realize sustainable development. One belt, one road sustainable city alliance one belt, one road green investment principle, is set up with the other parties to formulate the green investment principle of "one belt and one road", and the cooperation initiative of "caring for children, sharing development and promoting sustainable development" is launched. One belt, one road, one belt, one road to eco environmental protection, we will start implementing the green silk road messenger program and work with the countries concerned to implement the "one belt and one road" plan to cope with climate change. We will also deepen cooperation in agriculture, health, disaster reduction and water resources, strengthen cooperation with the United Nations in the field of development, and strive to narrow the development gap.

 

We should actively build a bridge for different civilizations to learn from each other, carry out in-depth humanities cooperation in education, science, culture, sports, tourism, health, archaeology and other fields, strengthen exchanges among parliaments, political parties and non-governmental organizations, and strengthen exchanges among women, youth, and the disabled, so as to form a multi-dimensional and interactive pattern of people to people exchanges. China will invite one belt, one road, 10 thousand political parties and other 10 thousand representatives to China to exchange in the next 5 years. We will encourage and support social organizations in countries along the belt and road to extensively carry out people's livelihood cooperation, jointly carry out a series of training programs in environmental protection and anti-corruption, and deepen cooperation in human resources development in various fields. One belt, one road China Youth Forum on creativity and heritage, and the Chinese Bridge Summer Camp for young students will continue to be implemented. We will also establish one belt, one road international think tank cooperation committee and the news cooperation alliance, and bring together all the wisdom and strength of all parties.

This year marks the 70th anniversary of the founding of the people's Republic of China. 70 years ago, after several generations of searching, the Chinese people finally established the new China under the leadership of the Communist Party of China. The Chinese people stood up and the fate of the Chinese people was in their own hands.

 

After 70 years of hard work, the Chinese people, based on their own national conditions, have constantly explored the direction of progress in practice and opened up the road of socialism with Chinese characteristics. Today's China has stood at a new historical starting point. We are well aware that although the achievements are brilliant, there are still many peaks to climb, and there are still many dangerous beaches waiting to be trekked. We will continue to make great strides along the road of socialism with Chinese characteristics, adhere to comprehensively deepening reform, adhere to high-quality development, adhere to the expansion of opening up, adhere to the road of peaceful development, and promote the construction of a community with a shared future for mankind.
 

In the next step, China will take a series of major reform and opening-up measures, strengthen institutional and structural arrangements, and promote a higher level of opening up.

 

First, expand foreign capital market access in a wider range of fields. Fair competition can improve efficiency and bring prosperity. China has implemented the management mode of pre access national treatment plus negative list. In the future, China will continue to substantially reduce the negative list, promote the all-round opening up of modern service industry, manufacturing industry and agriculture, and allow foreign capital to hold shares or operate solely in more fields. We will lay out a number of new pilot free trade zones and accelerate the exploration and construction of free trade ports. We will accelerate the formulation of supporting laws and regulations to ensure the strict implementation of the foreign investment law. We will promote domestic supply side structural reform through fair competition, openness and cooperation, effectively eliminate backward and excess capacity, and improve the quality and efficiency of the supply system.

 

Second, greater efforts should be made to strengthen international cooperation in the protection of intellectual property rights. No innovation, no progress. Strengthening the protection of intellectual property rights is not only the need to safeguard the legitimate rights and interests of domestic and foreign-funded enterprises, but also the internal requirement of promoting the construction of an innovative country and promoting high-quality development. China will strive to create a business environment that respects intellectual value, comprehensively improve the legal system of intellectual property protection, vigorously strengthen law enforcement, strengthen the protection of the legitimate rights and interests of foreign intellectual property owners, put an end to forced technology transfer, improve the protection of trade secrets, and crack down on intellectual property infringement in accordance with the law. China is willing to strengthen cooperation with other countries in the protection of intellectual property rights, create a good ecological environment for innovation, and promote technical exchanges and cooperation with other countries on the basis of the principle of marketization and legalization.

 

Third, increase imports of goods and services on a larger scale. China is both a "world factory" and a "world market". China has the largest and fastest growing middle-income group in the world, and its consumption growth potential is huge. In order to meet the people's growing material and cultural needs and increase consumer choice and welfare, we will further reduce the tariff level, eliminate various non-tariff barriers, constantly open the door to China's market, and welcome high-quality products from all over the world. We do not deliberately pursue a trade surplus. We are willing to import more competitive high-quality agricultural products, manufactured goods and services from abroad, so as to promote the balanced development of trade.
 

Fourth, more effective implementation of international macroeconomic policy coordination. Global economy needs global governance. China will strengthen macro policy coordination with the world's major economies, strive to create positive spillover effects, and jointly promote strong, sustainable, balanced and inclusive growth of the world economy. China will continue to improve the RMB exchange rate formation mechanism, make the market play a decisive role in the allocation of resources, maintain the basic stability of the RMB exchange rate at a reasonable and balanced level, and promote the stability of the world economy. Rules and credit are the cornerstone of the effective operation of the international governance system and the premise of the development of international economic and trade relations. China has actively supported and participated in the reform of the WTO and worked together to build a higher level of international economic and trade rules.

 

Fifth, more attention should be paid to the implementation of the opening up policy. The Chinese people have always stressed "one promise, one thousand gold". We attach great importance to the implementation of multilateral and bilateral economic and trade agreements with other countries, strengthen the construction of a government under the rule of law and a government of good faith, establish a binding mechanism for the implementation of international agreements, amend and improve laws and regulations in accordance with the needs of expanding opening up, regulate the behavior of governments at all levels in the aspects of administrative licensing and market supervision, and eliminate unreasonable provisions that hinder fair competition and distort the market We should give fair treatment to all enterprises and operators, and improve the market-oriented, legalized and convenient business environment.

 

China's measures of opening up to the outside world are independent choices made according to the objective needs of China's reform and development. They are conducive to promoting high-quality economic development, meeting the people's yearning for a better life and world peace, stability and development. We also hope that all countries in the world will create a good investment environment, treat Chinese enterprises, students and scholars equally, and provide them with a fair and friendly environment for their normal international exchange and cooperation activities. We firmly believe that a more open China will form a more benign interaction with the world and bring about a more progressive and prosperous China and the world.
