The year 2018 marks the 40th anniversary of China's reform and opening up, and the 30th anniversary of Hainan's establishment of a provincial special economic zone. Practice has proved that China's economic development in the past 40 years has been achieved under the conditions of opening up. In the future, the realization of high-quality development of China's economy must also be carried out under more open conditions. This is a strategic choice made by China based on its development needs. At the same time, it is also promoting economic globalization with practical actions to benefit the people of all countries in the world.
China will take the following major measures in expanding its opening up.
First, the market access should be greatly relaxed. This year, we will launch several landmark initiatives. In the service industry, especially in the financial sector, the major measures announced at the end of last year to relax the restrictions on the ratio of foreign shares in banking, securities and insurance industries should be guaranteed to be implemented. We will strengthen the docking with international economic and trade rules, enhance transparency, strengthen the protection of property rights, adhere to the rule of law, encourage competition and oppose monopoly. China does not pursue trade surplus as its goal, but sincerely hopes to expand imports and promote the balance of current account. This year, we will substantially reduce the import tariff of automobiles and some other products, strive to increase the import of characteristic and advantageous products with relatively concentrated demand of the people, and accelerate the process of China's accession to the agreement on government procurement of the world trade organization. We hope that developed countries will stop imposing artificial restrictions on normal and reasonable trade in high-tech products and relax export controls on high-tech products to China. In November this year, we will hold the first China International Import Expo in Shanghai. This is not a general exhibition, but a major policy announcement and action of our initiative to open up the market. We welcome friends from all over the world to come to China.
