Dear Prime Minister Draghi,Dear Chairman von der Lein,Dear colleagues:
I am very happy to attend the Global Health Summit. Last year, the Group of Twenty successfully held a special summit on response to the new crown pneumonia and the Riyadh summit, reaching many important consensuses on promoting global solidarity in fighting the epidemic and helping the world economy to recover.
For more than a year, the epidemic has fluctuated repeatedly, and the virus has frequently mutated. The most serious infectious disease pandemic in a century is still raging. Overcoming the epidemic and restoring economic growth at an early date are the primary tasks of the international community. The G20 members should shoulder their responsibilities in the global anti-epidemic cooperation. At the same time, they should sum up both positive and negative experiences, pay close attention to shortcomings, plug loopholes, strengths and weaknesses, and strive to improve the ability and level of responding to major public health emergencies. Next, I would like to make 5 points.
First, insist that the people are supreme and life is supreme. The fight against the epidemic is for the people, and we must rely on the people. Practice has proved that in order to completely overcome the epidemic, it is necessary to put people’s lives and health in a prominent position, with great political responsibility and courage, to deal with extraordinary things with extraordinary actions, and to do their utmost to not miss an infected person, Don't give up on a sick patient, and earnestly respect everyone's life value and dignity. At the same time, it is necessary to ensure that the lives of the people are less affected and that the social order is generally normal.
Second, insist on scientifically implementing policies and coordinating and systematic responses. In the face of this new type of infectious disease, we must persist in promoting the spirit of science, uphold a scientific attitude, and follow the laws of science. Fighting the epidemic is an overall battle. We must respond systematically, coordinate drug and non-pharmaceutical intervention measures, coordinate normalized precision prevention and control and emergency response, and coordinate epidemic prevention and control and economic and social development. The G20 members should adopt responsible macroeconomic policies, strengthen mutual coordination, and maintain the safe and smooth operation of the global industrial chain and supply chain. We must continue to support developing countries, especially fragile countries with extreme difficulties, through debt relief and development assistance.
Third, persist in helping each other in the same boat and advocate unity and cooperation. This epidemic once again shows us that mankind has a shared honor and disgrace and is connected with destiny. In the face of a pandemic of infectious diseases, we must uphold the concept of a community of human health and health, unite and cooperate to overcome the difficulties, and resolutely oppose various attempts to politicize, label, and stigmatize. Political manipulation will not help the country's fight against the epidemic at all. It will only disrupt international cooperation in the fight against the epidemic and cause more harm to the people of all countries in the world.
Fourth, adhere to fairness and reasonableness and bridge the "immunity gap." I proposed a year ago that vaccines should become a global public product. At present, the problem of imbalance in vaccination is more prominent. We must abandon "vaccine nationalism", solve the problem of vaccine production and distribution, and increase the accessibility and affordability of developing countries. Vaccine research and development and production countries should take their responsibilities, provide more vaccines to developing countries in urgent need, and support domestic enterprises to carry out joint research and authorized production with capable countries. Multilateral financial institutions should provide inclusive financing support for developing countries to purchase vaccines. The World Health Organization must accelerate the implementation of the "New Coronary Pneumonia Vaccine Implementation Plan."
Fifth, adhere to both the symptoms and the root causes and improve the governance system. This epidemic is a concentrated test of the global health governance system. We must strengthen and give play to the role of the United Nations and the World Health Organization, improve the global disease prevention and control system, and better prevent and respond to future epidemics. We must insist on extensive consultation, joint contribution and shared benefits, fully listen to the opinions of developing countries, and better reflect the reasonable demands of developing countries. It is necessary to improve monitoring and early warning and emergency response capabilities, major epidemic treatment capabilities, emergency material reserves and guarantee capabilities, capabilities to combat false information, and capabilities to provide support to developing countries.

In this unprecedented fight against the epidemic, China has received support and help from many countries, and China has also carried out large-scale global humanitarian operations. In May last year, I announced at the 73rd World Health Assembly that China’s five measures to support global anti-epidemic cooperation are being implemented quickly. With limited production capacity and huge demand, China has fulfilled its promise to provide vaccine assistance to more than 80 developing countries in urgent need and export vaccines to 43 countries. China has provided US$2 billion in assistance to the developing countries affected by the epidemic in fighting the epidemic and restoring economic and social development, provided anti-epidemic material assistance to more than 150 countries and 13 international organizations, and supplied more than 280 billion masks worldwide. , More than 3.4 billion pieces of protective clothing, and more than 4 billion test kits. China and Africa have established 41 counterpart hospital cooperation mechanisms, and the China-aided African Center for Disease Control and Prevention Headquarters project officially started at the end of last year. China and the United Nations have also made important progress in establishing global humanitarian emergency warehouses and hubs in China. China has fully implemented the G20 "Debt Remission Initiative for the Poorest Countries" with a total amount of more than 1.3 billion U.S. dollars. It is the country with the largest amount of debt relief among the G20 members.
In order to continue to support global solidarity to fight the epidemic, I declare:
-China will provide another 3 billion U.S. dollars in international aid in the next three years to support developing countries in fighting the epidemic and restoring economic and social development.
-China has supplied 300 million doses of vaccine to the world, and will do its best to provide more vaccines to the outside world.
-China supports its own vaccine companies to transfer technology to developing countries and carry out cooperative production.
-China has announced that it supports the intellectual property rights exemption for the new crown pneumonia vaccine, and it also supports the World Trade Organization and other international institutions to make an early decision on this.
-China proposes to establish an international forum for vaccine cooperation, where vaccine production and development countries, companies, and stakeholders will discuss how to promote a fair and reasonable distribution of global vaccines.
