China's holding of this global trade event as scheduled under the premise of ensuring the safety of epidemic prevention reflects China's sincere desire to share market opportunities with the world and promote the recovery of the world economy.
After three years of development, the CIIE will transform exhibits into commodities and exhibitors into investors, exchange ideas and ideas, connect China and the world, and become the four major platforms for international procurement, investment promotion, cultural exchanges, and open cooperation, and become an internationally shared world. public product.
In this CIIE, companies from all over the world participated actively, and the exhibition area had been expanded by nearly 30,000 square meters. The series of measures I announced at the second China International Import Expo to expand opening up have been fully implemented. China continues to expand imports, and the growth rate of China's imports of goods and services over the past year has been significantly higher than the global average. The negative list for foreign investment access has been reduced from 40 to 33, and the number of pilot free trade zones has increased from 18 to 21. The overall plan for the construction of Hainan Free Trade Port and the implementation plan for Shenzhen's further expansion of reform and opening up have been released and implemented, and high standards have been negotiated and signed Initiatives such as free trade agreements, fostering import trade promotion innovation demonstration zones, protecting intellectual property rights, and high-quality joint construction of the "Belt and Road" initiative have all made positive progress.

The general trend of countries opening up and cooperating has not changed. We must join hands to respond to risks and challenges, strengthen cooperation and communication togerther, and jointly expand opening up.
----We must devote ourselves to promoting mutual openness through cooperation and win-win. This epidemic reminds us that all countries are a community of shared destiny, and no one can stand alone in the face of major crises. Unity and cooperation are the inevitable choice to deal with challenges. China has a population of 1.4 billion and a middle-income group of more than 400 million. It is the world's most potential market. The Covid-19 epidemic is a big test for all countries. After arduous and arduous efforts, the Chinese people have achieved major strategic results in epidemic prevention and control. China's economy is showing a stable and improving trend. It has achieved positive growth in the first three quarters, of which foreign trade volume increased by 0.7%, and the actual use of foreign capital increased by 5.2%, which played a positive role in promoting the recovery of the world economy. In order to support countries in fighting the epidemic, the Chinese people share their experience with all parties without reservation, and do their best to provide assistance to the international community. As of October 20, it has provided anti-epidemic assistance to 150 countries and 7 international organizations and exported masks. More than 179 billion pieces of masks, 1.73 billion pieces of protective clothing, and 543 million copies of test kits are donated which demonstrate China’s responsibility.
In the next step, China will uphold the beliefs of openness, cooperation, unity, and win-win, unswervingly expand its opening up in an all-round way, and more efficiently realize the interconnection of internal and external markets and the sharing of factor resources, so that the Chinese market will become a world market, a shared market, and everyone’s market which will inject more positive energy into the international community.
First, build a new highland for opening up. In the past seven years, China has been determined to forge ahead and explore boldly in the trade pilot zones, and has achieved remarkable results. The construction of Hainan Free Trade Port started smoothly. China will effectively give play to the leading role of free trade zones and free trade ports, introduce a negative list of cross-border service trade, continue to expand opening in the digital economy, the Internet and other fields, and carry out reforms and innovations in trade and investment liberalization and facilitation, and promote higher construction of a new horizontal open economy system.
Second, to promote the innovative development of foreign trade. China will continue to support enterprises from various countries to expand business opportunities in China through open platforms such as the China International Import Expo. China will tap the growth potential of foreign trade and make positive contributions to promoting the growth of international trade and the development of the world economy. China will accelerate the development of new business models and models such as cross-border e-commerce, and cultivate new momentum for foreign trade. China will compress the "Catalogue of Technologies Prohibited and Restricted from Imports in China" to create a good environment for the free flow of technological elements across borders.
Third, continue to optimize the business environment. After the epidemic, China has introduced various policies to help companies benefit from all kinds of rescues. Companies registered in China are treated equally. This year, China implemented the Foreign Investment Law and related supporting regulations, further reducing the negative list of foreign investment access. China will continue to improve an open and transparent foreign-related legal system, strengthen the protection of intellectual property rights, safeguard the legitimate rights and interests of foreign-funded enterprises, and create a better environment with high-quality services.
Fourth, deepen bilateral, multilateral and regional cooperation. China is willing to negotiate with more countries to sign high-standard free trade agreements, promote the signing of regional comprehensive economic partnership agreements as soon as possible, accelerate the negotiation process of China-EU investment agreements, China-Japan-Korea free trade agreements, and strengthen exchanges and mutual learning with world high-standard free trade areas. . China will actively participate in the reform of the World Trade Organization, and actively participate in the cooperation of mechanisms such as the United Nations, the Group of Twenty, the Asia-Pacific Economic Cooperation, and the BRICS.
