Mr.president,
Dear colleagues:
 
   This year marks the 75th anniversary of the victory of the World Anti-Fascist War and also the 75th anniversary of the founding of the United Nations. Yesterday, the United Nations solemnly held a commemorative summit, bearing in mind the historical experience and lessons of the world’s anti-fascist war, and reaffirming its firm commitment to the purposes and principles of the UN Charter, which is of great significance.
 
        Mr.president!
 
   Human beings are fighting the Covid-19 epidemic. Virus ravages the world, and epidemic repeat continuosly. We have witnessed the efforts of governments of various countries, the efforts of medical staff, the exploration of scientific workers, and the persistence of ordinary people. The people of all countries have watched and helped each other, showing the courage, determination, and care of mankind in the face of major disasters, illuminating the darkest moment. The epidemic will eventually be defeated by mankind, and victory will definitely belong to the people of the world!
 
      ----In the face of the epidemic, we must practice the concept of people first and life first. It is necessary to mobilize all resources, scientifically prevent and control, and implement precise policies, not to miss an infected person, not to abandon a patient, and resolutely curb the spread of the epidemic.
 
   ----In the face of the epidemic, we must strengthen unity and help each other in the same boat. It is necessary to uphold the scientific spirit, give full play to the key leadership role of the World Health Organization, advance international joint prevention and control, resolutely win the battle against the global epidemic, and oppose politicization and stigmatization.
 
     ----In the face of the epidemic, we must formulate comprehensive and normalized prevention and control measures. It is necessary to advance business and the market, resume work and school in an orderly manner, create jobs, stimulate the economy, and restore economic and social order and vitality. Major economies must strengthen macro-policy coordination, not only to restart their own economies, but also to contribute to the recovery of the world economy.
 
   ----In the face of the epidemic, we mus take care of developing countries, especially African countries. The international community must take timely and strong measures to help the developing countries in debt with relief and assistance to ensure the implementation of the "United Nations 2030 Agenda for Sustainable Development" and help them overcome difficulties.
 
   75 years ago, China made a historic contribution to winning the victory of the World Anti-Fascist War and supported the establishment of the United Nations. Today, upholding the same spirit of responsibility, China actively participates in international anti-epidemic cooperation and contributes to the maintenance of global public health security. We will continue to share anti-epidemic experience and diagnosis and treatment technologies with other countries, provide support and assistance to countries in need, ensure the stability of the global anti-epidemic material supply chain, and actively participate in global scientific research on virus traceability and transmission routes. Many vaccines in China have entered phase III clinical trials. After the research and development are completed and put into use, they will be used as global public products and will be given priority to developing countries. China will implement its two-year commitment to provide US$2 billion in international assistance, deepen international cooperation in the fields of agriculture, poverty reduction, education, women and children, and climate change, and help countries recover their economic and social development.

   The development history of human society is a history of constantly overcoming various challenges and difficulties. The global pandemic of the Covid-19 epidemic and the world's major changes unseen in a century have mutual influence, but the theme of the era of peace and development has not changed, and the people of all countries have stronger expectations of peaceful development, cooperation and win-win. The Covid-19 epidemic will not be the last crisis facing mankind. We must be prepared to join hands to meet more global challenges.
 
   First, this epidemic has inspired us that we live in a global village that is interconnected and we share weal and woe. Countries are closely connected, and mankind shares a common destiny. No country can seek benefits from the difficulties of other countries and gain stability from the turbulence of other countries. If you beggar your neighbors and watch the fire from the other side, sooner or later the threats of other countries will become your own challenges. We must establish a sense of community of shared destiny that we have each other besides, jump out of small circles and zero-sum game thinking, establish the concept of big family and win-win cooperation, abandon ideological disputes, cross the trap of civilization conflicts, and respect each other’s independent choices. The development path and model of the world have made the world's diversity an inexhaustible driving force for the progress of human society, and a natural form of human civilization.
 
   Second, this epidemic has inspired us that economic globalization is an objective reality and historical trend. Facing the general trend of economic globalization, burying your head in the sand like an ostrich and pretending to turn a blind eye, or waving a spear like Don Quixote to resist, all violate the rules of history. The world cannot return to a state of being closed and isolated from each other, let alone being separated by man. We cannot avoid the challenges brought about by economic globalization. We must face up to major issues such as the gap between the rich and the poor and the development gap. We must properly handle the relationship between the government and the market, fairness and efficiency, growth and distribution, technology and employment, so that development is both balanced and sufficient, and the results of development equally benefit different classes or groups of people in different countries. We must uphold the concept of openness and inclusiveness, unswervingly build an open world economy, safeguard the multilateral trading system based on the World Trade Organization, take a clear stand against unilateralism and protectionism, and maintain the stability and smoothness of the global industrial chain and supply chain.
 
   Third, this epidemic has inspired us that mankind needs a self-revolution to accelerate the formation of green development methods and lifestyles, and build an ecological civilization and a beautiful earth. Mankind shall no longer ignore the warnings of nature again and again, and follow the old road that only talks about solicitation but not contribution, development but not protection, and utilization but not restoration. The Paris Agreement to address climate change represents the general direction of the global green and low-carbon transition. It is the minimum action that needs to be taken to protect the earth's homeland. Countries must take decisive steps. China will increase its national independent contribution, adopt more powerful policies and measures, strive to reach the peak of carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060. Countries should establish a new development concept of innovation, coordination, greenness, openness, and sharing, seize the historic opportunities of the new round of technological revolution and industrial transformation, promote the "green recovery" of the world economy after the epidemic, and bring together a strong force for sustainable development .
 
  Fourth, this epidemic has inspired us that the global governance system is in urgent need of reform and improvement. The epidemic is not only a test of the ability of countries to govern, but also a test of the global governance system. We must adhere to the path of multilateralism and safeguard the international system with the United Nations at its core. Global governance should uphold the principle of extensive consultation, joint contribution and shared benefits, and promote equal rights, equal opportunities, and equal rules for all countries, so that the global governance system conforms to the changed world political economy, meets the actual needs of responding to global challenges, and conforms to the peaceful development, cooperation and win-win situation. Historical trend. It is normal for countries to have differences and should be properly resolved through dialogue and consultation. There can be competition between countries, but it must be positive and benign, and must maintain the moral bottom line and international norms. A big country should look bigger, provide more global public goods, assume the responsibilities of a big country, and show the responsibility of a big country.

   Since the beginning of this year, the 1.4 billion Chinese people have been fearless and have worked together to overcome the impact of the epidemic and speed up the restoration of the order of production and life. We are confident that we will build a moderately prosperous society in an all-round way as scheduled, achieve all poverty-stricken people in rural areas under current standards, and achieve the poverty reduction goals of the United Nations 2030 Agenda for Sustainable Development 10 years ahead of schedule.
 
   China is the largest developing country in the world, and it is following the path of peaceful development, open development, cooperative development, and common development. We will never seek hegemony, expansion, or sphere of influence. We have no intention of fighting a cold war with any country. We insist on using dialogue to bridge differences and negotiate to resolve disputes. We do not seek to stand alone, we do not try to win or lose, and we will not close the door to operate in a closed manner. We will gradually form a new development pattern with domestic and international cycles as the main body and mutual promotion of domestic and international cycles, which will open up space for China's economic development. Add impetus to the recovery and growth of the world economy.
 
   ----China will continue to be a builder of world peace, a contributor to global development, and a defender of international order. To support the central role of the United Nations in international affairs, I declare:
 
  ----China will provide another US$50 million in support to the United Nations Global Humanitarian Response Plan for the New Coronary Pneumonia Epidemic;
 
  ----China will set up the third phase of the China-United Nations Food and Agriculture Organization South-South Cooperation Trust Fund with a scale of 50 million US dollars;
 
  ----The China-United Nations Peace and Development Fund will be extended for 5 years after it expires in 2025;
 
  ----China will set up the United Nations Global Geographic Information Knowledge and Innovation Center and the Sustainable Development Big Data International Research Center to provide new assistance for the implementation of the United Nations 2030 Agenda for Sustainable Development.

         The baton of history has passed into the hands of our generation, and we must make a choice worthy of the people and worthy of history. Let us unite, uphold the common values ​​of peace, development, fairness, justice, democracy, and freedom for all mankind, promote the construction of a new type of international relations, promote the construction of a community with a shared future for mankind, and jointly create a better future for the world!
